Where should issues be reported?

Historically issues were supposed to be entered at: https://bugs.dojotoolkit.org/

However, a TRAC plugin denies many tickets as spam if they contain code blocks. I just tried to submit a ticket and it did a reCAPTCHA challenge, but shows “reCAPTCHA V1 IS SHUTDOWN”.

Should tickets be entered at GitHub? Or can the TRAC plugin be updated?

trac in general is giving us challenges, so we’re going to start just using GitHub on the repos as that seems simpler at this point, and less of a pain for our users.
